What is free, what costs extra, and what 'complimentary' actually means at Maldives resorts.
What "Complimentary" Really Means

Tips for Getting the Best Value
All-inclusive does not always mean all activities
Most all-inclusive plans cover non-motorized sports, dining, and drinks. Motorized water sports (jet ski, parasailing, wakeboarding) are almost always extra. Check what is actually included.
Book a multi-activity package
Many resorts offer 'water sports packages' that bundle 3-5 activities at 15-25% discount. Ask at the water sports center on arrival.
Morning sessions are better
Wind picks up in the afternoon. Calm mornings are best for parasailing, jet ski, and wakeboarding. Book early time slots.
Age and weight restrictions are strict
Insurance requirements mean resorts enforce limits. Children under 12 cannot drive jet skis. Weight limits on parasailing and flyboards are real.
Bring water shoes
Walking to the water sports center often involves sandy paths and shallow reef. Reef shoes or water shoes protect your feet.
What All-Inclusive Plans Actually Cover
"All-inclusive" means different things at different resorts. Here is what is typically included and excluded for water sports.
Usually Included
- Non-motorized sports: kayak, SUP, catamaran, windsurf
- Snorkeling equipment (mask, snorkel, fins)
- One guided snorkeling excursion per stay (some resorts)
- Use of beach sports facilities
- One introductory scuba session (Lily Beach, Constance)
Almost Never Included
- Jet ski, parasailing, flyboard, wakeboarding
- Scuba diving (courses and boat dives)
- Fishing trips (night fishing and big game)
- Dolphin cruises and whale shark excursions
- Private boat charters and island hopping
Exceptions: Resorts with Generous Inclusions
Kudadoo Maldives
All activities included. Jet ski, diving, fishing, excursions. The only truly all-inclusive water sports resort.
Lily Beach (Platinum Plan)
Includes one dive per day, snorkeling excursions, and some motorized sports. The best mid-range all-inclusive for water sports.
Constance Moofushi
All-inclusive plan includes daily diving (certified divers). Non-motorized sports included. Motorized sports still extra.
Hidden Costs to Watch For
Service charge and GST
All activity prices are subject to 10% service charge and 16% GST (tourism goods and services tax). A $100 jet ski ride becomes $126 after taxes. Ask if quoted prices include taxes.
Insurance waiver fees
Some resorts charge a small insurance or waiver fee ($5-$10) for motorized activities. Not common, but it appears at a few properties. Always check the total before signing.
Photo and video packages
Parasailing and flyboard operators often offer photo packages ($20-$40). You can usually take your own photos from the boat. Decline unless you want professional shots.
Equipment damage charges
Rare, but some resorts charge for equipment damage (broken fins, damaged kayak). Handle equipment carefully. Report any existing damage before your session starts.
